Partnerships

Health, Social Care and Well-Being Partnership

The main purpose of the Strategy is to achieve the shared goal of improving people's lives by improving their health social care and well-being.

Health, Social Care & Well Being

The Local Authority and Local Health Board has a responsibility to jointly plan NHS and health-related local authority services, and the Voluntary sector have also been heavily involved in the development and consultation of the strategy

The aim of the strategy is to ensure a range of services and provision is available locally,  from preventative actions to improve health, through to care services provided by the local authority, NHS, voluntary and private sector.

Together, we have developed a strategy, which outlines the plans for the County. The Strategy is effective from April 2005 to 2010, and is available to download.

The Strategy outlines the population profile of the County and sets out information, which indicates the areas and issues that should be given priority. These include areas, which address the wider determinants of health and the prevention of ill health.

The aim of the Strategy is:

  • To consider all aspects of the health, social care and well-being of the population of the County.
  • To improve services, and to ensure better planning and investment of resources by organisations serving the population.
  • To refocus on preventative and early intervention services.
  • To improve joint working.

We work together with many different services to ensure we are meeting the needs of the County's residents.

Our Healthy Future, the Strategic Framework for Public Health in Wales

'Our Healthy Future' will set the overall context and direction for action to protect and improve health in Wales by 2020

One of the key elements in taking forward Our Healthy Future is engagement with the public and key stakeholders. To start this process of engagement, a short document has been prepared with the aim of stimulating a debate about public health, and promoting the widest possible participation in the forthcoming public consultation.

Aimed at a general audience, it sets out the reasons for developing Our Healthy Future and what it seeks to achieve and invites public feedback. At this stage the document will only be available electronically at: www.wales.gov.uk/health.

Third sector members poised to deliver their perspectives to new health boards

As Thursday 1st October came and went, the NHS in Wales officially took on a new form with the old local health boards and NHS trusts transformed into seven new boards with responsibilities for both commissioning and providing services. Two trusts remained - the Welsh Ambulance Services and Velindre NHS Trust, and a newly formed Public Health Wales Trust took over responsibility for the effective delivery of the national public health system.

The spring and summer have been witness to a busy public appointments process as recruiting for new officer and non officer members for the health boards has been rolled out. Indeed just as the new health boards went live, an announcement was made on the much awaited news of the new third sector member appointments.

Gloria Jones-Powell who has been a third sector member on Powys teaching LHB for the last six and a half years, is delighted to be appointed as the third sector member for the new Powys board, which is leading a radical merge of the LHB and Local Authority.  Gloria explained ‘It gives me the opportunity to build on  work I have been involved in, ensuring that working with the sector as key partners is embedded in the board's service modernisation programme and making sure that the sector is engaged at the highest level of planning and commissioning health services for the people of Powys.’

‘As a trustee with PAVO, the CVC, I have worked closely with our Health and Social Care Facilitator to develop a Health and Social Care Network over the last 10 years developing sub-networks such as for Carers, Advocacy and a Service Providers Forum.  This allows me to keep in touch with and be informed by the third sector agenda not only in all its diversity but also across the whole county.  There is much to do but in the true spirit of partnership I believe we can all work together for the greater benefit of all and I am eager to play an active role in bringing this to fruition.’

In the North, Hilary Stevens has been appointed to the new Betsi Cadwaladr University LHB and is equality delighted.  "Those of us who have been involved in the third sector for many years are only too aware of the excellent work done to help and support patientsand their families.  I want to cement this relationshipand build on it.  Times of change, even when finances are difficult, are always times ofopportunity so I will be looking to all my colleagues to work together to make sure we achieve really worthwhile quality improvements for ourpopulation. I am also looking forward to meeting up with my counterparts in the other local health boards across Wales to learn from each otherand share best practice."

Each new third sector non-officer member sits within the board with full voting rights.  T new  members are:Ms Wendy Bourton, Aneurin Bevan LHB; Mrs. Gaynor Richards, Abertawe Bro Morgannwg University LHB; Mrs. Hilary Stevens, Betsi Cadwaladr University LHB; Ms Morgan Fackrell and Ms Margaret McLaughlin, Cardiff and Vale University LHB; Mrs. Jennifer Ludlow, Cwm Taf LHB; Mrs. Gloria Jones-Powell, Powys LHB.

In Hywel Dda following an unsuccessful appointments process, the position is being reconsidered and we await further action.  A third sector non executive Director of the new Public Health Wales NHS Trust was also appointed - Dr Carl Clowes.  For more information on all LHB appointments please visit the NHS Reform website.
